The 20-month-old military government of Gen Mohammed Buhari in Nigeria was overthrown in what appears to be a bloodless coup. The nation he inherited was in a terrible financial state. The price of oil, virtually its only export earner, was in the doldrums, and foreign debts totalled about $15 billion. After the coup, critics of the government complained of slow progress towards recovery. The army chief, Ibrahim Babangida, has been named president.
Punjab Poll Prep
The Chief Election Commissioner has called a meeting on August 29 of senior officials of the Punjab government to review security arrangements for conducting a peaceful poll. Before this meeting, state officials will have another round of discussions in the Home Ministry to discuss the plans prepared, keeping in view all the aspects of the situation and the requirements of the state government.
Progress in Thimphu
India’s efforts to ensure the Thimphu talks between the Sri Lankan government and the Tamil groups are resumed at an early date appears to have made some headway at the end of yet another round of talks on between the foreign secretary, Romesh Bhandari, and the leader of the Sri Lankan delegation to the Thimphu talks, H W Jayewardene. Sri Lankan High Commission sources told ENS later that “something concrete” might emerge.
Sri Lanka Blast
Six navy personnel and a woman were killed when their jeep hit a landmine in north-east Sri Lanka, Defence Ministry sources said. They said the woman, a civilian employee in a navy office, was also in the jeep when the landmine blew up at Palampattaru near Trincomalee naval base. They said the mine was planted by Tamil guerillas. The blast brought to 46 the toll during the past two days in the northern and eastern provinces.
